Commercial Development Memorandum of Understanding Approved by Calvert County Commissioners
PRINCE FREDERICK, Md., -- December 06, 1996 -- On November 26, 1996, the Calvert County Board of Commissioners approved a Memorandum of Understanding (MOU) between the County and Mr. Bedford Glascock, to seek development proposals for a 25-acre parcel of land in Solomons. The site, currently owned by Mr. Glascock, is just under 11-acres of vacant land, seven of which are occupied by the existing Patuxent Plaza Shopping Center. Adjacent properties include the Holiday Inn Select, Spring Cove Marina and the Calvert Marine Museum.
The Solomons project is proposed as a mixed-use, technology/office park with emphasis focused on attracting high technology firms and support services contractors working at the Patuxent River Naval Air Station, (PAX River) Leonardtown. The property is zoned Town Center and has all necessary infrastructure to begin immediate development. The County's cost is $3,500 to prepare and distribute a Request for Proposal (RFP), and review and recommend a development project to Mr. Glascock by June 1, 1997.
As outlined by the MOU, an RFP will be distributed in early 1997 with responses due in the spring of 1997. Once received, the County will review the RFP and issue development recommendations to Mr. Glascock no later than June 1, 1997.
The potential economic impact is $8,500,000 in new investment which does not include rehabilitation of existing retail. Development of the property will enable the County to market its four primary target industries: computer programming, software development and related services; administrative service centers; defense related services; and non-defense related services, and in the near-term, allow Calvert County to immediately take advantage of expanding operations at PAX River.

"The Solomons project provides an excellent opportunity to start attracting our target markets, a fantastic location for contractors supporting PAX River, and most importantly, a vehicle to start dramatically moving Calvert forward in developing a more balanced economy and tax base."
